At first it was quite an alarming statement from Spanish Prime Minister, Pedro Sanchez "100% tax increase on homes purchased by non-EU nationals" first be corrected he said by 100% and not to 100%, but dig deep below the headlines and you'll find these are just suggestions and infact one of twelve he made in the same speech. Then think long and hard how difficult any change in legislation in Spain is difficult even with full support, consider this the largest opposition is the "PP Party" Pedro Sanchez is the PSOE party with 120 seats he always has the support of the Podemos party with 35 seats so he has a ruling coalition party but does not have a majority as all the other parties have 205 seats. So the PP party (conservatives) have 136 seats, 16 seats more than Pedro Sanchez's party and then we have the right wing party Vox who have 33 seats (highly unlikely to side with the socialist party of Sanchez)
So we are talking beyond the current goverments term and who is to say they will continue to govern next term (if Spain follows the rest of the world its highly unlikely he will.) And if they do will they have the majority required to get the legislation.
 
Then ask yourself in our two regions of Valencia (Alicante) & Murcia what produces the largest source of Tax income and the simple answer is property sales and Tourism.
This tax is set by Regional Govenments hence why transfer tax isn't the same in each region. IE: our region is Murcia 8% transfer tax on property & Valencia 10%. And both these regional Governments are controlled by the PP Party.
 
So the challenge Sr. Sanchez faces of getting his 100% increase for non-EU purchase tax proposal even off the ground is sizeable!
